The Mayor's Tasks
From directing the City Administration to representing the State Capital
Direction
The Mayor and CEO of the City of Hanover directs and supervises the City Administration and within the framework of the Council’s guidelines manages the distribution of transactions. Regarding the rules of confidentiality, he is the director of the office that is authorised by the Regional Controlling Office. The Mayor is obliged to inform the Council, the Finance and General Purposes Committee and the District Councils on important issues. Decisions of the Finance and General Purposes Committee are conveyed to the Council by him.
Representation
It is incumbent upon the Mayor to represent the State Capital of Hannover in external legal and administrative transactions as well as in legal procedures.
Preparation and Implementation
The Mayor and CEO of the City of Hanover prepares the resolutions of the Finance and General Purposes Committee and of the District Councils of the City. It also falls to him to execute the decisions of the Council, of the Finance and General Purposes Committee and the District Councils and to implement the tasks assigned to him by the Finance and General Purposes Committee. Decisions regarding measures in the realm of defence including protecting the civil population as well as permits concerning industrial law and pollution control lie with him. Furthermore it is his task to implement directives from the regional and supervisory specialist scientific control administrations.
Information
Concerning important issues in regard to the city, the Mayor informs the citizens in an appropriate manner. If something is planned or projected, he is to inform the citizens in good time and comprehensively about the background, aims, purposes and consequences. The information has to be given in such a manner that there are opportunities to comment and discuss. For this aim, citizens’ meetings and consultation hours are held.
Control
If the Mayor and CEO deems a decision of the Council or a Citizens’ Decision to be unlawful, he has to immediately brief the regional controlling authority on this issue and inform the Council. On the other hand, he can also enter an objection against a resolution of the Council. In this case, the Council has to decide anew in a session that may occur at the earliest three days after the initial passing of the resolution. If the Mayor also regards the new resolution as unlawful, he must brief the Regional Controlling Authority immediately on the issue and the respective points of view. Briefing and objection effectively suspend the resolution. The Regional Controlling Authority immediately decides whether the resolution or the citizens’ decision is to be objected to. In urgent cases in which the prior decision of the Council cannot be obtained, the Finance and General Purposes Committee shall decide. If the prior decision of the Finance and General Purposes Committee cannot be obtained and considerable disadvantages or hazards are impending, the Mayor in consultation with one of his deputies will implement the necessary measures.
